Asalamualaikum.
Hazrat.
Our Imam saheb announced after the Jumah khutbah that since the Imam is on the first floor of the mosque it is mandatory that everyone fills the first floor before going downstairs, and filling the ground floor otherwise the people who have performed salah on the ground floor when the first floor wasn’t filled i.e all the safs were not complete – their salah is NOT valid.
Is this true?

We acknowledge the receipt of your query. Our response follows:
The preferred method is that the first floor in which the Imam is standing should firstly become full and thereafter the groundfloor should be filled. We believe that the respected Imam Sahib was encouraging the followers to perform their Salaah in this manner which is completely correct. Albeit if some were to perform their Salaah in the bottom floor then too their Salaah will be correct.
