We have received your query dated 03/08/2021 , our answer is as follows :
Yes , what you have learnt is correct , Najaasatul-Khafeefa is excused when it is ¼ or less of the body or the garment.
The determination will be as follows :
- If the Najaasatul-Khafeefa falls on the body then each limb will be counted separately , i.e. ¼ of the hand or ¼ of the foot .
- If the Najaasatul-Khafeefa happens to fall on ones clothes this will not refer to ¼ of the entire garment, rather ¼ of each separate part of the garment i.e. ¼ of the sleeve or ¼ of the lower garment etc.[1]

[1] وَالثَّانِي الْمُخَفَّفَةُ) وَعُفِيَ مِنْهَا مَا دُونَ رُبْعِ الثَّوْبِ. كَذَا فِي أَكْثَرِ الْمُتُونِ اخْتَلَفُوا فِي كَيْفِيَّةِ اعْتِبَارِ الرُّبْعِ قِيلَ الْمُعْتَبَرُ رُبْعُ طَرَفٍ أَصَابَتْهُ النَّجَاسَةُ كَالذَّيْلِ وَالْكُمِّ وَالدِّخْرِيصِ إنْ كَانَ الْمُصَابُ ثَوْبًا وَرُبْعُ الْعُضْوِ الْمُصَابِ كَالْيَدِ وَالرِّجْلِ إنْ كَانَ بَدَنًا وَصَحَّحَهُ صَاحِبُ التُّحْفَةِ وَالْمُحِيطِ وَالْبَدَائِعِ وَالْمُجْتَبَى وَالسِّرَاجِ الْوَهَّاجِ، وفي الحقائق وعليه الفتوى كذا في البحر الرائق
